The Beaufort Preservation Manual, one of the documents the Historic District Review Board uses, is specific about gutters. For structures under the board's jurisdiction it recommends half-round sheet metal gutters with round downspouts, calls pole gutters set on the roof itself the most appropriate choice, and lists PVC gutters, cornice-style profiled gutters and corrugated downspouts on street-facing walls as inappropriate. It notes that late 19th and early 20th century gutters were generally half-round, and that gutters of any type were rare before 1820. Copper and lead-coated copper rank best for both upkeep and historic fit, though the manual says they suit houses with real architectural presence more than a modest bungalow.
Approval comes before installation. The city's forms route changes to exterior materials on a contributing structure to the board, and in-kind repairs to staff. The Northwest Quadrant has its own design guidelines, and in 2001 the district's period of significance was extended to 1950, so a mid-century house can still be contributing. Check the city's list of contributing structures and talk with Community Development before ordering anything.
Sizing matters on every street. NOAA's 1991 to 2020 normals for Beaufort MCAS average 13.2 days a year with an inch or more of rain and 3.3 days with two inches or more. The manual says to size gutters by roof area, slope and expected rainfall, and to send downspout water at least four feet from the building.

Often, yes. The city sends changes to exterior materials on contributing structures to the Historic District Review Board and handles in-kind repairs at the staff level. Gutters are not named on the application forms, so call the Community Development Department with your address and plan before installation. Outside the district, your HOA, if there is one, is the place to ask.
The Beaufort Preservation Manual rates copper and lead-coated copper as the best choice for both maintenance and historic character, but it also says copper fits houses with architectural presence better than a bungalow or a plain cottage. Copper weathers brown and then blue-green, so consider how that patina will look against your paint colors.
It depends on how much roof drains to each run and how steep that roof is.
